Do-Nothing Congress Finds Time to Pass Radical Pro-abortion Legislation

Yesterday, the do-nothing Democrat-controlled 110th Congress which has a Gallup poll historically-low rating of 18% -- has not managed to send to the president even one appropriations bill out of 13 money bills to fund the federal government next year -- but has found time to pass one of their radical pro-abortion bills pushed by their left-wing supporters. The legislation authored by Senator Barbara Boxer, D-CA and Senator Olympia Snowe, R-ME, will completely overturn the "Mexico City Policy" instituted by President Ronald Reagan which has ensured that hard-earned tax dollars are not used to fund killing unborn babies overseas.

Senator Sam Brownback, R-KS, Chairman of the Senate Values Action Team, and presidential candidate, said following the vote in the Senate on the Boxer/Snowe amendment to the Foreign Operation Appropriations bill, which President George W. Bush has promised to veto if President Reagan's "Mexico City Policy" is overturned:

"I am disappointed that my Senate colleagues voted against the Mexico City Amendment, which protected long-standing policy that American tax-payer dollars should not be used to fund overseas abortions. The failure of the Senate to adopt my amendment unfortunately slows the approval process for the Foreign Operations Appropriations bill as President Bush has promised to veto any bill which weakens current pro-life policy."

President Reagan's policy supported by President George H. W. Bush and his son, the current president, prohibits American tax dollars from funding private overseas organizations which perform, or actively promote, abortion as a method of family planning. Unfortunately, a number of misguided liberal Republicans joined all of the Democrat Senators, except pro-life Democrat Senator, Ben Nelson, from Nebraska, in voting for this abominable bill including Senators Snowe, Susan Collins (Maine), John Warner (Virginia), Ted Stevens (Alaska), Lisa Murkowski (Alaska), Arlen Specter (Pennsylvania), Gordon Smith (Oregon), Richard Lugar (Indiana.)

Senator Sam Brownback successfully got his amendment passed to reinstate the Kemp-Kasten pro-life language (named after former Congressman Jack Kemp, R-NY and Senator Kasten, R-WI) by a margin of 48-45. Liberal Republican Senators Snowe, Collins and Specter joined nearly all the Democrat Senators in voting against the Brownback pro-life amendment. Democrat Senators voting for the Brownback amendment were Senators Casey (PA), Conrad (ND), Landrieu (LA), and Nelson (NE.)

The Kemp/Kasten pro-life legislation passed more than 2 decades ago, which the radical pro-abortion Democrats are attempting to overturn, prohibits U.S. taxpayer dollars from going to the United Nations Population Fund (UNFPA), the agency that supports the coercive one-child population control program of Communist China. Senator Brownback's amendment would strike the offensive language and reaffirm that the United States of America will not support abortion as a method of family planning, and would restore the Kemp-Kasten language.

Interestingly, after almost a year absence from voting in the Senate, Senator Tim Johnson, from the very conservative pro-life state of South Dakota, and who suffered a stroke late last year, in one of his first votes, joined the radical pro-abortion Democrat majority in voting against the Brownback prolife amendment.

"Unborn Child Pain Awareness Act," H. R. 3442, Has 110 Co-sponsors

This summer, Congressman Chris Smith, R-NJ, sent a "Dear Colleague" member to his 434 colleagues in the U.S. House of Representatives requesting that they become a co-sponsor of his "Unborn Child Pain Awareness Act," H.R. 3442. Some 110 Members of the House including these 9 pro-life Democrats are now co-sponsors: Jerry Costello, IL; Lincoln Davis, TN; Tim Holden, PA; Nick Rahall, WV; Dale Kildee, MI; Mike McIntyre, NC; Alan Mollohan, WV; Collin Peterson, MN; and Bart Stupak, MI.

In his "Dear Colleague" letter with a color picture of Isaiah Royal taken just hours after his birth - four months early, Congressman Chris Smith says: "Advances in technology in recent decades have given rise to miraculous stories of premature babies surviving. Along with these little survivors has come the realization that premature babies also feel pain quite acutely.... According to Dr. (Jean) Wright, doctors and nurses work diligently to reducing the pain that premature babies experience in the neonatal unit, even using protocols to reduce the number of heel sticks that he or she undergoes. Why? Because it is clear that these little ones feel pain. Yet, at the same stage of development, babies like Isaiah are routinely destroyed in abortion clinics -- without so much as pain reducing medication.

Congressman Smith's "Unborn Child Pain Awareness Act," H. R. 3442, will ensure that women seeking an abortion are informed of the pain felt by the unborn baby during an abortion, and gives women the right to request or refuse pain reducing medicine for her baby. This bill ensures informed consent for women and gives a basic modicum of protection to the unborn victims of abortion.

Help Needed to Pass Critical Communications Legislation

The lame-duck Republican Senate did not pass a telecommunications bill and thus a "Net Neutrality" provision was not passed in the 109th Congress. "Net Neutrality" is an issue extremely important to America's grassro ots organizations and those Americans who want to ensure the cable and phone companies controlling access to the Internet will not discriminate against groups like Christian Coalition of America. Although AT & T recently made an agreement with the FCC that it would agree to "net neutrality" in order to merge with BellSouth Corp. in a $86 billion merger, the agreement only lasts 2 years. Therefore Congress must pass "net neutrality" legislation in order to make "net neutrality" permanent.

It is anticipated that the Democrat-controlled 110th Congress will agree with the position of the recent House Judiciary Committee Chairman, James Sensenbrenner, Republican-WI, and pass a "Net Neutrality" bill during the 110th Congress. If "Net Neutrality" legislation does not pass, consumers will have to pay an additional fee to have a website. The cable/telephone monopoly will be dividing the Internet into a "fast track" and "slow track." Our grassroots, many of whom cannot afford the additional fees, will have to be on the slow track, which will mean that many of our websites will be passed by because the general public will not have the patience to go on the "slow track".

"Multicast/Equal Access" (formerly called "Multicast/Must-carry") will go a long way to preventing discrimination against religious broadcasters. Without a "Multicast/Equal Access" law, the cable and satellite companies would probably not add new Christian channels and the influence of current Christian channels will be diluted.

Please continue to ask your Members of Congress to support “Multicast/Equal Access” and religious broadcasters.
